The value persisted in capture_ingest_ledger.failure_code is quarantine.cross_machine_duplicate, not cross_machine_duplicate: CaptureIngestLedger.record adds the quarantine. prefix, and the worker tests assert the prefixed value. In operational investigations, querying the ledger with the value documented here would therefore miss every cross-machine duplicate quarantine; either use the full persisted code or identify the shorter value explicitly as the enum's raw subcode.
