1.19.3 support

WIP support for 1.19.3. The highlights:

• Updated packets and data packs for 1.19.3.
• Auth is handled the same as <1.19 due to the removal of public keys from login packets.
• Added buffer helper for 1.19 global location, 1.19/1.19.3 entity metadata, and 1.19.3 recipes.
• A spawn_position packet is now sent in chat room examples, as it is now required for the client to hide the "Loading Terrain" screen.
• Many examples work without changes
• No work done on secure chat yet
• Tests need updating
