Two root causes for the `Navigation timeout of 120000 ms exceeded` error: 1. `headless: "new"` is deprecated in puppeteer v22+ and removed in v23+; the correct value is now `true` (new headless mode). 2. Missing `--disable-dev-shm-usage` — GitHub Actions Ubuntu 24.04 runners cap /dev/shm at 64 MB; Chromium renderer processes crash silently when that limit is hit, causing the page navigation to hang and time out.
