With the ELF-upload flow the guest is built locally, so the compile log lives
in the user's terminal — there is no cloud build log to fetch. The backend
GET /programs/{id}/logs endpoint is removed in the matching backend change.
Remove the `build logs` subcommand + its handler and the SDK download_build_logs.
