Add a submission hook sample that demonstrates how to enforce fixed license limits (e.g., V-Ray) using Deadline Cloud's Limits feature. The pre-submission hook automatically injects hostRequirements amounts into job templates so artists don't need to configure limits manually. Includes: - Pre-submission hook script (inject_license_limit.py) - Hook configuration (hooks.yaml) - License limits config (license_limits.json) - Complete setup guide with troubleshooting Signed-off-by: rickrams <rickrams@users.noreply.github.com>

Includes:
What was the problem/requirement? (What/Why)
The Deadline Cloud limits feature requires submitted jobs specify the limit they'll use, something that can be cumbersome and easy for artists to forget.
What was the solution? (How)
A pre-submission system hook modifies the template before submission to include it, this modification could be extended to be contextual to the template itself and other factors.
Using this approach requires a release of Deadline client with aws-deadline/deadline-cloud#1162 included and also if using an integrated submitter a release of that submitter with the hooks feature and that fix included.
How was this change tested?
Submitted a variety of jobs and monitored limits usage and concurrency.
Was this change documented?
Yes
