ci: group Dependabot updates into one PR per ecosystem - #120

Dependabot opened a separate PR for every action pinned across the reusable workflows (five open at once this week). Each ecosystem's bumps now arrive as a single weekly PR, so they are reviewed and merged together. Signed-off-by: Stephen Crowe <6042774+crowecawcaw@users.noreply.github.com>

Dependabot opens a separate PR for every action pinned in this repo's workflows. Five are open right now (#115–#119).
This adds a
groupsentry matching*to both ecosystems in.github/dependabot.yml, so each week brings one PR for GitHub Actions bumps and one for pip bumps.Major-version bumps are in the group too. If one of them breaks something, it can be pinned back or excluded with
ignorewithout splitting the group up.After merge, Dependabot should close #115–#119 and replace them with one grouped PR on its next run. You can also trigger that run from Insights → Dependency graph → Dependabot.
