[Suggestion] Borders around elements for improved contrast #960

Currently, elements like popups or the dock have no border, transitioning directly to the background.
While this works fine for light backgrounds:

It can be hard to discern where the box ends/starts on dark backgrounds:

I personally find this case is still somewhat ok, but for example on a background with fully black elements (here all black to demonstrate), it becomes impossible to tell apart:

I think a possible solution to this might be adding a border around the elements, like the dock had previously:

Ubuntu 25.10 / Gnome 49:

While it always bothered me a bit that it wasnt exactly visually consistent with the rest, it did help with the contrast a lot and made the dock discernible with all backgrounds.
Therefore I think this might be a good idea to implement / at least provide an option for.

Also, since its already visible above: the boxes around notifications are currently very hard too see when using the latest version from git with popup blur
