This is still work in progress until the verkle officially gets assigned to the Electra or any subsequent fork. This PR implements support for the update to the consensus spec associated with the verkle fork.
This is the current state of the spec, running on top of shapella since dencun is not in use and the kaustinen verkle testnet does not support it as a result.
