Agents had no repository entry guidance for the selectable PSG bank task. Add AGENTS.md and a concise CLAUDE.md pointer, map canonical instrument data and missing selection APIs in docs/PSG-BANKS.md, and correct the Windows host-build recipe to use the established GCC wrapper.
The handoff preserves Default, scopes one alternate bank plus identical-event host A/B audition, distinguishes the newer Windows vendor/mirror, and records articulation and 16-bit memory limits. Documentation only; no runtime, fixture, driver or VGM changes.
Validation: all 11 libtandy host suites and 76 portable MIDI checks passed through gcc-ucrt64.py; changed paths/commands and whitespace checked. Focused independent source review passed after clarifying MDVoiceMode's pre-first-event restriction. No emulator or native runtime test was performed.
