123 relax healpy requirement

• relaxed healpy requirement, to support newer python versions (that conflict with healpy 1.16.2), see relax the healpy requirement? #123
• run tests for python 3.9, 3.10 and 3.12 in ci.yml
• removed legacy requirements.txt file, since requirements are listed in pyproject.toml
  • removed all mentions of requirements.txt from README.md since it was removed.
  • use dependency list from pyproject.toml within cite_dependencies.py since requirements.txt was removed

@dneise Small correction, you've already signed the CLA ✅. The only ❌ was the pre-commit-ci[bot] commit (579), an auto-fix the bot pushed to your branch, which can't sign a CLA. The bots are now allowlisted on our side, so the license/cla` check should pass. Nothing needed from you — thanks again, merging shortly!
