Got a little annoyed at how the "closer" one gets selected automatically personally, obviously you can tweak this PR but adding some kind of toggle that makes it so if I select target it will only ever move the target location feels nicer to me.
So clicking the lock enables the mode, clicking the other button leaves the forced mode on until its toggled off again:

A target icon might be better or a single button to the right/below to get the same effect.
