The PreCommit Go is failing over 50% of the time.

Hi @christogav PR #39850 is the cause of this issue as it added gcloud components install cloud-spanner-emulator to Go PreCommit but on our self hosted runners the job user cannot write to /usr/local/google-cloud-sdk, so the install always fails and tests never start, could you please take a look
