fix(core): expand reasoning option variants

Summary

• expand models.dev reasoning effort and budget mappings across supported provider packages
• add conditional toggle variants (none/thinking or none/high/max)
• clamp generated budgets to model and package output limits
• map generated settings to the provider-option namespaces consumed by each AI SDK package
