Updates the FetchContent URL + SHA256 and the conformance-wheel URL from v1.5.0 to v1.6.0 (the §7.3 min_timestamp freshness-hint gate, anolis-protocol#50). bread's mock backend reports UNAVAILABLE so test_min_timestamp_hint_is_not_fatal skips (the contract is unobservable without a readable signal), which the gate permits. No proto/wire change from v1.5.0. Tarball SHA256 from the v1.6.0 release SHA256SUMS. Part of anolis-protocol#49.
