feat(copc): add resolver cache diagnostic code

Summary

• add COPC009 for disabled resolver-backed generated-cache reuse
• include the typed code in the existing conservative fallback warning
• mark the completed v0.10.0 Phase 3 lookup and no-reuse items in the roadmap

Validation

• git diff --check
• COPC test build was unavailable because the existing build has no pointcloudCopc_tests target and the OpenStrata configure could not resolve a C++ compiler in this environment
