The cy2026 USD runtime was republished with ost 0.17.0, which added provenance and SBOM layers to the OCI manifest. The archive layer is bit-identical (artifact digest unchanged), but the manifest digest changed and the previously pinned manifest was garbage-collected from ghcr.io, so `ost artifact pull` failed with ARTIFACT_REMOTE_NOT_FOUND. Repin OST_RUNTIME_REMOTE to the current manifest digest; the OST_RUNTIME_ARTIFACT pin and cache key stay valid. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
