Update Oracle Linux labels

Update some Oracle Linux labels. These generally fall into a few categories:

• an exact version is fixed but there are multiple advisories including an alternate stream with a higher version resulting in FP
• --by-cve did not sort every case to the lowest CVE value
• new vulnerabilities since the last labeling effort
