Update the README.md prerequisites and installation steps to reflect Ryzen AI 1.7.1 requirements.

Changes

  • Minimum version: Ryzen AI 1.6.0 → 1.7.1
  • Conda env example: ryzen-ai-1.6.0ryzen-ai-1.7.1
  • New dev requirements: Visual Studio 2022 Community with C++ Desktop Development workload
