Promotes the /onboard refresh and brings main level with dev for the v0.1.0 tag.

Fixes a now-stale + self-contradictory rule in /onboard: it claimed 'the
kit ships 3 skills' and said don't scaffold /draft — but /draft is now a
shipped skill and the kit has ~17. Reworded to keep onboarding focused
while pointing to the authoring standard. Markdown-only.
