Adds a dismissible, persistent info banner in the main application shell to announce and link to video-commander.com, shown between the navbar and primary content.
Changes:
- Added a BootstrapVue
b-alertinfo banner with an external link opened in a new tab (withrel="noopener noreferrer"). - Persisted banner dismissal state via
localStorageso it remains hidden after being closed.
