Add interactive MCP no-log research baseline

Summary

• add explicit full-log, windowed-log, in-prompt, and MCP no-log memory modes
• expose each live ARC game through authenticated Streamable HTTP MCP tools
• integrate resumed Codex and Claude Code sessions without agent-visible game logs
• share environment transitions, metrics, resets, and private trace generation across both runners
• document the new condition and add acceptance plus regression coverage

Testing

• 35 Python tests passed; 2 opt-in Docker smoke tests skipped because Docker is unavailable on the development host
• existing TypeScript test suite passed: 3 tests
• Ruff, compileall, uv lock check, npm package dry-run, and git diff checks passed
