Production registers no malware scanner (ADR 0007: fail closed until one is chosen), so every resume file upload answered 503 CareerScannerUnavailable. New GET /api/career/resumes/upload-status reports whether a scanner is registered; when not, the import page replaces the upload form with a notice and the paste-text route. Uploads still fail closed. Also adds a Playwright test that a new user's setup form has every field empty and no placeholder text. Tests failing first. Local gates: API 1392 passed/0 failed/1 skipped; Karma 746; build ok; Playwright 383 passed, 1 skipped, 1 failed in the full run (auto-repair-simplified 'API connectivity', which needs a local API on :5032 that was not running; 7/7 passed once it was started).
