When the first USAJOBS search returns nothing (and the user typed no text filter), retry without seniority words (Senior/Lead/Jr...), then statewide; at most 3 calls, each ledgered. Response search.broadened/areaTitle; UI note says what was widened. Tests: 4 API + 2 Playwright, failing first. Gates: API 1343/0, Karma 744, Playwright 378/1 skipped, build ok.
