Jobs page was a dead end for users without a confirmed occupation: API returned 200 with reason occupation_required, but the UI only showed the confirm link on an error code. Now: API searches USAJOBS by the goal's target role (search.basis=target_role) when no occupation is confirmed; occupation_required (no goal) shows the confirm link. Tests: 3 API + 2 Playwright, failing first. Gates: API 1339/0, Karma 744, Playwright 376/1 skipped, build ok.
