build: remove aiconfigurator-core compatibility wheel (cherry-pick #1329)

Summary

• cherry-pick #1329 (8022203) to release/0.10.0
• remove the payload-free aiconfigurator-core compatibility project
• build and install only the self-contained aiconfigurator wheel
• preserve the Rust aiconfigurator-core crate and bundled aiconfigurator_core extension
• update the release parity workflow to run Maturin from the repository root after removing the compatibility project directory

Backport notes

• docs/universe/index.html is not present on release/0.10.0, so the modify/delete conflict was resolved by keeping the release branch's deletion rather than backporting that unrelated document.
• The release branch's parity job still used src/aiconfigurator-core as its working directory. This backport aligns it with main and runs the root Maturin project, preventing CI from referencing the removed directory.

Validation

• uv build --wheel --out-dir ../pr1329-dist
• python3 tools/verify_release_wheels.py ../pr1329-dist
• verified the build produced exactly one aiconfigurator-0.10.0-*.whl
• isolated --no-deps wheel install followed by import aiconfigurator and import aiconfigurator_core
• 16 passed in tests/unit/sdk/test_package_layering.py
• Ruff checks for the modified Python files
• Python byte-compilation and git diff --check
