Add id fragment anchor to each entry of the members page

• Adds CSS offset so anchors are displayed under the menu bar
• Updates makefile to reflect build command used on GH Actions

Good catch! Should anchors also be all lowercase? I believe some name combinations may be tricky to guess with upper/lower case.

Though for IDEA you just need to use the members.html link
