I want to convert custom vorbis encoded wem files to atrac9 encoded wem files without using wwise tool. Is it possible?

Without knowing the container of that wem file, there is nothing we can do.
I don't know for what purpose you want to use such a special ATRAC9, but if you want to convert it to a special file, you will need to provide more information about the wem format.

Olá XyLe-GBP! Estpu com o mesmo problema que o Contra49628. Não possuo a versão Wwise com os plugins da Sony. Precisava gerar arquivos .wem com codec atrac9. para portar a dublagem do Resident Evil 2 e 3 Remake de PC e PS4. Todas as tentativas que fiz sem o codec atrac9 resultou em áudio mudo nas gameplays. Por isso tbm procuro uma forma ou ferramenta que converta .wem vorbis em .wem atrac9
