wire-sysio #519 removed the field from blockchain_parameters/setparams. Surgical field removal only -- the vendored ABIs have drifted from the current contracts in other ways and a full refresh is a separate task. blockproducer/config/genesis.json still carries the field and is left for the regenesis pass.
