Help: mkdir without the shell (4.2.31)

Documents VisualText/nlp-engine#787 (#323) on the mkdir page:

• Returns: true if the directory exists afterwards, false if it couldn't be made.
• Remarks: parent directories are made, it works the same on every platform, and forward slashes and spaces are fine.
• What changed from before 4.2.31:
  • on Windows, forward-slash paths made nothing;
  • paths with spaces broke;
  • & ran commands;
  • it always returned true.
• The example now checks the result, and drops the Windows-only c:\ path.
