Summary

Make the Compliance VS Code webview mount the shared Metro root and useEditorDarkTheme adapter, matching the Pipeline and Harness Settings webviews. It now follows light, dark, high-contrast and high-contrast-light changes while open; standalone theme behavior is unchanged.

Verification

  • 18 focused tests passed across ComplianceApp, shared VS Code theme hook and theme-token mapping.
  • WebUI and extension package typechecks passed.
  • Compliance webview production bundle built.
  • Isolated live VS Code Compliance smoke passed.
  • Strict OpenSpec validation, changeset, English and test-budget checks passed.

Fixes the post-merge report that Compliance alone did not follow VS Code themes.
