Adds the SPEEDKIT public control release finality record. The finality record binds the certificate seal archive verifier hash, certificate seal archive hash, certificate seal verifier hash, certificate hash, archive verifier hash, public-only counts, route/workspace alignment, and checkout continuity without same-origin nested HTTP replay.
