Adds the SPEEDKIT public control release certificate seal archive. The archive binds the certificate seal verifier hash, certificate seal hash, certificate verifier hash, certificate hash, archive verifier hash, public-only counts, route floor, and checkout continuity without same-origin nested HTTP replay.
