Adds a dedicated REUSE Compliance job to ci.yml (using fsfe/reuse-action@v6) so the GPL/MIT SPDX headers + LICENSES/ setup introduced in #9 can't regress without CI catching it.

  • Separate job (runs in parallel with the Rust build job; no Rust toolchain needed).
  • .github/workflows/*.yml is already covered by REUSE.toml, so the edit stays compliant — verified locally: reuse lint → 54/54, REUSE 3.3 compliant.
