Pins checkout/setup-node by full SHA, scopes CI to contents: read, and adds weekly grouped npm and Actions Dependabot updates. Refreshes supported dev-tool dependencies including handlebars 4.7.10 and undici 6.29.1/7.30.1. Supersedes the exact lockfile updates in PRs #1 and #2. Validation: npm ci; npm run check (2483 passed, 0 failed); npm audit --omit=dev (0 findings); all 768 emitted dist files byte-identical. Full dev audit still has 37 findings within the npm 11 bundled tree; latest compatible npm 11 is installed, no unsupported npm 12 override. Release safety: installed default commit-analyzer on every commit since existing v0.42.2 returns no release; all new commits and this squash title use ci/chore types. No release, tag, protocol source or runtime dependency changes.
