Add a cron schedule for every Monday so that tasks execute on their own.

Due to ethical concerns of consuming compute resources on build.fhir.org, this PR is not encouraged to be merged.

An alternative would be is to rely on Github.io (aka. Github pages) to host FHIR Builds for example: https://upm-nthc.github.io/PH-RoadSafetyIG/
