We should similarly make all the sorta-hardcode routes like manual/ and the /totp page to be posts of the same stripe.
Same with the reset pw page -- But it'd be ACL public.
We'd use a similar logic as with the other series, by having a 'topbar' tag for these posts of the configuration series.
