Completion needs a stopping rule. This PR makes the repository describe and test the system that now exists, without turning adjacent future possibilities into reasons the v0.1 kernel can never be considered complete.
No event schema, projection, bundle format, hashing semantics, governance behavior, or provider boundary changes are introduced here. No tag or release is created.
