This PR adds a role-specific CASTÚO-SYSTEM public governance boundary to the README. It connects the repository to
castuo-evolutionas the canonical control plane and preserves the public stateEVIDENCE-SCOPED · STAGING-CANDIDATE · PROMOTION-BLOCKED.Boundary
