fix(safety-score): recover missing producer and reviewed evidence - #1038

Use Status in shared navigation so the Resources menu label fits on one line beside health metadata. Update the existing navigation assertions.
Refresh supported zero-pool censuses before their evidence expires and let fresh activated targets enter the bounded quote rotation. Requiring an existing scored route prevented new evidence and recovery; measured-route expiry priority and all request limits remain in place. Plan: agents/2026-09-05-safety-score-gap-campaign/README.md Tasks: D1
Verify native-token transfer semantics for USDA and USDM and active AZND restriction paths; use KAG's reviewed external-representation exception without erasing bridge risks. Refresh BRLV from its August reserve memo, align Felix's kHYPE producer label, and suspend USDY's scalar NAV feed in favor of its separately dated portfolio review. Fixed-input replay closes five open facts with no grade changes. BRLV's reserve gap is replaced by an unresolved mechanism fact, so it claims no net closure. USDY and Felix require fresh producer readback. Plan: agents/2026-09-05-safety-score-gap-campaign/README.md Tasks: C1, R1, V1
Allow only the two published USDA and USDM policy-and-asset IDs in the transfer-review registry. Keep the default credential rules active for all other values and paths. Plan: agents/2026-09-05-safety-score-gap-campaign/README.md Tasks: V1
Replace the obsolete CDP overlay with a current review of Mento's shared reserve custody and reconciliation disclosures. Keep the three qualitative components limited, preserve the source date and same-day admission guard, and make no claim of independent assurance or dedicated holder recovery. Plan: agents/2026-09-05-safety-score-gap-campaign/README.md Tasks: C1, V1
Regenerate the evaluation identity after the ZARm mechanism review so production binds the exact curated evidence shipped by this campaign. Plan: agents/2026-09-05-safety-score-gap-campaign/README.md Tasks: V1
Use Depeg instead of DDR in the compact navigation so the destination is understandable at narrow widths. Share that label with the phone navigation and remove its acronym-specific override.
Preserve evidence and explicit follow-up triggers for the investigated transfer, reserve, mechanism and DEX claim groups. Keep closure totals at zero until the affected production publications verify each result.
The official index has advanced beyond the pinned June report, so the reserve producer correctly refuses it. Bind the examined July amounts to the exact reviewed PDF and keep freshness tied to the report period. Make the newer-report regression case relative to the current review.
Fixed-block reads and owner-versus-unrelated-caller simulations identify the actual OFT and proxy upgrade controllers. Record conservative contract authority without inferring multisig strength, bridge limits or custody guarantees, leaving non-EVM and remaining route unknowns open.
Rounded fee metadata cannot identify low-fee V4 pools. Join the source UUID to its physical pool ID using matching chain, protocol and token set, then retain the existing full-key, hook-free, price and quote checks. Bound the optional identity request and preserve the original pool row when evidence is unavailable.
Append the newly verified sfrxUSD controller and Ethereum V4 identity decisions without erasing earlier deferrals. Keep production closure credit pending fresh measured evidence and matching publication readback.
The transfer-materiality regression counted six known controllers plus the aggregate bridge. New verified controllers correctly add more pre-packet reasons, so assert one per reviewed representation and the aggregate while retaining exact clearing and full thirty-route coverage checks.

Fresh DEX targets could be excluded until they had already contributed to a score, empty-pool discovery evidence could expire before its next refresh, and rounded Uniswap V4 fee metadata could not identify real pools. This batch restores bounded discovery/quote coverage and joins exact Ethereum V4 pool identities while preserving existing freshness, hook, contract, price, quote and request-budget checks.
It also consumes verified transfer and mint-authority evidence, identifies sfrxUSD bridge controllers on 19 EVM chains, corrects reserve provenance/labels, refreshes AUDX and BRLV report evidence, and aligns ZARm’s mechanism review with its existing reserve model. The reviewed ledger records promotions and explicit deferrals without claiming production closures. Existing navigation label fixes already committed on local main are included.
Validation:
Operational acceptance remains pending deployment and fresh discovery, measured quotes, DEX scoring, reserve sync, and a matching V9 publication. Identity attachment is not a measured route or a closed gap. The first release includes no schema migration or scoring-policy change.
