Add development setup files and scripts to enable organization creation by ensuring Firebase emulators are properly started.
The core issue was that in development mode, the application connects to local Firebase emulators. If these emulators were not running, Cloud Function calls (like
createOrg) would silently fail, preventing organization creation. This PR provides the necessary configuration and clear instructions to resolve this.
