[codex] Add project apply executor and quality tests

Summary

This adds the next Codex CLI UI improvement pack for Tinman:

• Adds the Project Apply Executor for Research + Apply workflows.
• Stages target inventory, apply manifests, and backup-first project plans before claiming live profile/preset/workflow changes.
• Adds Orca/TinManX1-specific profile apply planning, including OrcaSlicer.conf, system/Codex, active user filament folders, and .info sidecar awareness.
• Adds public-safe history/test harvesting tools and the manufacturing question bank.
• Updates the packaged app UI/server/docs inside Codex_CLI_UI/.
• Keeps local project CAD/STL geometry inputs ignored and out of the public repo.

Why

Research answers were improving, but they still needed a stronger bridge from "I learned this" to "I applied it to our project." This PR makes that bridge explicit and verifiable, with local receipts and manifests instead of vague completion claims.

Validation

Ran from Codex_CLI_UI/:

• python3 -m py_compile server.py
• node --check app.js via bundled Codex Node
• git diff --cached --check
• python3 checks/verify_package_health.py

Package health result: pass, 0 failed, 0 warned.

Privacy / Release Notes

• No private data/ or logs/ contents are included.
• No personal CAD/STL geometry folders are included.
• Public defaults avoid hard-coded private Qidi/Moonraker endpoints.
