创建或更新 PR、受托审查现有 PR 时即启动风险 Review，与相关 CI 并行；合并前复用仍覆盖最新候选的审查证据，仅补充受影响的检查。普通本地交付和仅分支交接保持正常验证，审查不授予修改贡献者分支或合并的权限。
同步 Skill、全局模板、Worktree/manager-only 契约、双语文档和验证器回归检查，并将批次成功条件统一引用 Integration Barrier 的条件审查规则。
验证：源码验证通过；unittest 71 项（2 项 Windows 专属在 macOS 跳过）；Ruff lint/format、Pyright、diff 检查及 Skills 部署审计通过。最终修订 macOS/Windows × Python 3.9/3.13 CI 全部通过（run 33943885969）。
R2 Review：跨入口公开运行契约，correctness-reviewer 核对审查触发、证据复用及授权边界。发现的批次完成条件遗漏已修复并由原 Reviewer 定向复核关闭，无剩余阻塞项。最终 head
