Allow retries within shorter provider windows
When both providers use the default 20-second budget, the primary provider receives about 6.7 seconds, so timeoutMs > 9000 is false even if its invalid response arrives immediately and time remains before providerDeadline. The new schema-invalid-response test therefore makes only one Qwen request and fails, while production callers with similarly short budgets silently retain the old fallback-only behavior. Base the retry decision on the actual time remaining before providerDeadline rather than the initial timeout exceeding nine seconds.

Fix the over-escaped prompt-test patterns
In a JavaScript regex literal, \\. matches a literal backslash followed by a wildcard, not the dot in row.text. Because the policy source contains row.text without a backslash, this first assertion always fails; the following assertions similarly over-escape their punctuation. Running the added prompt test fails immediately, so these patterns need single regex escapes.

Reject malformed evidence points before accepting the response
When a provider returns an otherwise valid asset but keeps the old evidence shape—such as strings or objects without text—normalizeFlowAssessment silently drops those entries and still returns a non-null assessment. Consequently this validity callback accepts the response, the newly added retry never runs, and users receive a completed assessment with its supporting and counter evidence missing. The validator must reject malformed non-empty evidence arrays, rather than relying only on this prompt instruction, for the fallback change to address the reported schema failure.

Summary
textand exactcitedUrls, matching the existing validator.Context
Production logs showed Gemini returning complete JSON that was rejected by validation. The prompt named supporting and counter evidence but omitted the required
textfield on each evidence point. Qwen also timed out in the observed research runs.Verification
