Adds bounded exact-decimal arithmetic and declared rounding policies, qualified independently of Double/Decimal arithmetic authority.
Reconciled onto main
9517233ef0a3c1b961b738df58fe3ee4081d780cthrough the existing CLI stack. Current head:bcb2a9735bb6de67c9096f44d7494d3d5b73fc8a; base:codex/1.4-json-cli-query-core. Newer main JSONHTML renderer, annotations, transfer/RTF/PDF source and history are retained. Only CLI commits were transplanted; the old renderer ancestry and original heads remain preserved separately.All seven fresh hosted checks passed on this head. Native debug/release and ASan: 316 functions/199 parameter cases. Linux x86_64 and arm64 debug/release and ASan: 302 functions/199 parameter cases. This slice has 46 CLI functions. Exact discovery, inherited parameter cases, all 49 baseline metric probes and finite limits remain guarded; root dependencies are empty and filter/CLI/regex runtimes remain private.
The integration archive was rebuilt from clean extracted bytes and passed ten CLI-lane commands. Final-source evidence, hashes and reproduction are recorded in
Documentation/Architecture/Release1.4/Reconciliation.mdand the materialized local reconciliation return. Mandatory provider CL078/CL079 remain blocked by their absent qualified prerequisite; policy exclusions are not counted as evaluated successes. No full 1.4 release readiness is claimed.This remains a draft. Merge, tags and publication are separate; protection and sibling work are unchanged.
