Integrate reviewed component PRs #8 through #15. The frozen candidate at 65d86ed passed all three protected Native checks in run 38268997289, including actual source-bound native, safety and documentation receipts. Preserve the approved nonblocking physical iPad deferral and existing performance dispositions. Tagging and release publication remain separate.

The maintainer-approved 1.1 scope now accepts iPad SDK/simulator qualification and defers physical iPad execution without blocking release preparation. Keep physical iPhone evidence required, all software assertions and caps unchanged, and physical iPad behavior/performance explicitly unmeasured.
Record the exact decision and R5/M03/M05/R8 mapping in QualificationPolicy.json; align current public docs/progress and mobile receipt metadata. Preserve original blocked receipts and frozen QA archives as history.
Validation: updated DocC/README/Pages lane passed; both mobile SDKs and isolated iPhone/iPad simulator public behavior plus three separate disk processes passed (eight frozen fixtures each). Runtime, tests, consumer Swift sources, package/dependencies, CI cardinality and all 49 caps are byte-identical to the qualified QA parent. Reuse its full native/safety/physical-iPhone/performance evidence with an explicit source binding. A distinct reproducible policy successor archive is prepared and clean-tested separately.
This draft follows PR14. No protection change, merge, tag or publication is performed. Simulator evidence makes no physical iPad throughput, memory or energy claim.
Integration status (2026-10-12): this reviewed component is included in the full candidate merged into main through #16, commit e9c6693. All protected integration Native checks passed in run 38268997289. Main's tree exactly matches frozen candidate 65d86ed. This component PR is closed as integrated; its original description, head branch and qualification history are retained. Tagging and release publication remain separate.
