The initial broad meter regression is retained. Its correction records capacity history only where later tightening is supported. The final matched12-workload corpus accepts documented small-parse/stream costs under the unchanged10% review trigger, with no blanket speed/RSS claim. Historical+11% streaming disposition stays separate. Physical iPhone evidence passes; physical iPad blocks R5/full release readiness. SIMD/parallel batches and E11/E12 remain deferred.
