Add immutable JSONCodablePayload with a frozen Version 1 envelope: swift-json-value, integer1 and strict standard Base64 of complete UTF-8 JSON. Compact insertion-order writing preserves exact decimal/scalar semantics and admitted lexemes; decoded storage contains validated bytes only.
Balanced limits can only tighten. Native nesting borrows the enclosing ledger; foreign callbacks remain caller work. Certify complete inner syntax/EOF, checked expansion/overlapping ownership, corruption versus operational errors and terminal failure after caught resource/cancellation. Fix noncanonical unused Base64 padding bits in the shared strict decoder.
Eight meaningful payload functions and eight frozen fixtures pass. A separate public four-product/SwiftData package supplies three Swift Testing cases and real separate-process save/reopen/update proof. Mac, iPhone/iPad simulators and physical iPhone27.2 execute; physical iPad remains blocked. Full local native156/173, all49 probes, pinned suites, ASAN/fourTSAN/strict safety and DocC582symbols/10examples pass. Source core a48eb33 is frozen; metadata remains private, root dependencies empty and four products only.
Stacked on draft PR11. No merge, tag or publication; the materialized Turn002 candidate/evidence bundle retains failures, measurements and exact source identities.
Integration status (2026-10-12): this reviewed component is included in the full candidate merged into main through #16, commit e9c6693. All protected integration Native checks passed in run 38268997289. Main's tree exactly matches frozen candidate 65d86ed. This component PR is closed as integrated; its original description, head branch and qualification history are retained. Tagging and release publication remain separate.
