This pull request updates the Dependabot configuration file to limit open pull requests and add a cooldown period. However, the newly added 'cooldown' option is not supported in Dependabot version 2 and will cause schema validation to fail, so it should be removed.

The cooldown option is not a supported configuration key in GitHub Dependabot (dependabot.yml version 2). Adding unsupported keys will cause Dependabot schema validation to fail, preventing any dependency updates from running. Please remove this block.
