ci: automate SDK generation and docs sync

Summary

• accept production OpenAPI dispatches from demo2 and serialize SDK generation
• enable automatic SDK versioning and wait for Python code-sample generation
• after a successful PyPI publish, regenerate the Mintlify API reference and Python SDK changelog in demo2
• create and auto-merge the generated demo2 docs PR after its required checks pass

Rollout dependency

Merge the corresponding demo2 OpenAPI publishing, dispatch, and docs-renderer changes before this PR.

Validation

• python3 -m unittest tests.test_render_mintlify_releases
• workflow and Speakeasy YAML parse successfully
• git diff --check origin/main...HEAD
