Make annotation filters stick to top of scroll area - #838

Wraps AnnotationFilters in a sticky container so it stays pinned while the annotation table scrolls beneath it, matching the sticky-header pattern already used on other list pages (AllMedias, AllProjects, etc). Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
